Exceed either limit — which most large e-bikes do — and the product leaves the bicycle scope and falls under vehicle approval Regulation (EU) 168/2013 in categories L1e-A or L1e-B, which demands type approval, registration, a plate and insurance: an entirely different route in cost and time.

In the United States, CPSC 16 CFR 1512 sets the bicycle framework, the federal definition caps an e-bike at 750 W with a throttle-only top speed of 20 mph, and the three-class system (Class 1/2/3) is regulated state by state.
