Which certifications does an e-bike need?

Certification is destination-driven, not factory-driven. For the EU and EEA the reference is EN 15194 for electrically power assisted cycles, alongside CE marking under the applicable machinery, EMC and RoHS legislation and battery obligations under Regulation (EU) 2023/1542. In the United States low-speed electric bicycles remain subject to CPSC 16 CFR 1512, while UL 2849 for the electrical system and UL 2271 for the pack have become the commercial requirement — several US cities and retail chains now refuse e-bikes without them. Cells are typically certified to IEC 62133-2.

A report covers one exact configuration: change the motor, controller, pack or firmware and it may no longer cover the bike you receive. Confirming that report, sample and production unit are the same machine is a check we run before releasing a shipment.

What paperwork does the battery need, and why do carriers refuse some of it?

Every lithium-ion pack needs a UN 38.3 test summary, a current safety data sheet and correct transport classification. Bikes shipped with the pack installed travel as UN 3481, Class 9 under the IMDG Code; loose packs fall under UN 3480, which some carriers refuse outright and which is barred from passenger aircraft. How many fit in a container, and how long does it take?

Conventional bicycles run roughly 250-300 units in a 20ft, 450-520 in a 40ft and 500-600 in a 40ft HQ. E-bike cartons are taller and deeper, so counts sit clearly below that, and on cargo or fat models weight binds before volume. Sample approval typically takes 15-30 days, production 45-70 days, inspection 1-2 days; transit from South China is broadly 30-40 days to North Europe, 30-38 to the US East Coast, 18-28 to the US West Coast, 18-25 to Jebel Ali. Which HS code, duties and market limits apply?

E-bikes classify under HS 8711.60, and trade policy treats that line very differently from 8712.00. The EU has applied anti-dumping and countervailing duties on electric bicycles originating in China since 2019, at company-specific rates maintained after expiry review; the US applies Section 301 tariffs to the category. Can I import e-bikes without batteries and source cells locally?

You can, and some importers do to simplify dangerous-goods handling. But the bike is certified as a system with its original pack, so a local battery can void the EN 15194 or UL 2849 basis and shifts liability to you.

Do I still need UN 38.3 if the battery ships inside the bike?

Yes. UN 38.3 applies to the battery however it travels, and the summary must be available to the carrier and to customs. Installed packs ship under UN 3481 rather than UN 3480 — easier to book, not exempt from documents.

Is the e-bike MOQ really lower than for regular bicycles?

Yes. Unit value is higher and the electrical platform is shared across models, so 25-50 units per model is normal, against 50-150 for city bikes and 100-250 for kids' bikes. Colour variants can often be split inside that quantity.

Which Incoterm suits a first e-bike shipment?

FOB gives you control of freight and is the usual starting point; CIF is simpler if you have no forwarder comfortable with Class 9 cargo. DDP is possible but rarely wise, because duties on this HS code are better handled by your own broker.
