Which technical regulation applies depends on the category, so have the body confirm it in writing before testing starts.

Do e-bikes have extra requirements?

Yes. An e-bike is an electrical product as well as a bicycle, normally adding electrical safety and EMC evidence for motor, controller and charger. Its lithium battery is dangerous goods by sea — commonly declared UN 3481 — so the carrier requires a UN 38.3 test summary and safety data sheet before confirming the booking. UL 2271 and UL 2849 certificates do not replace Saudi conformity, but they shorten the technical file.
