Short answer: Importing bicycles from China to Russia is an EAEU customs operation, so conformity follows Customs Union technical regulations and the EAC mark rather than EU or US rules: children's bicycles fall under TR CU 007/2011, e-bike mains chargers under TR CU 004/2011 and TR CU 020/2011, and adult bicycles are normally covered by voluntary certification or an exemption letter from an accredited body. Bicycles and bicycle frames also sit inside Russia's Chestny ZNAK digital marking system. Route choice sets the calendar: roughly 20-30 days by direct block train, 35-50 days by sea to Vladivostok plus Trans-Siberian rail, and 45-60 days all-water to St Petersburg. Because the selling season is short, orders are normally placed between August and November for goods on the shelf by April.
What is EAC marking, and which technical regulations apply to bicycles?
Goods do not enter Russia alone. They enter the common customs territory of the Eurasian Economic Union (EAEU) — Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. Conformity is governed by Customs Union technical regulations (TR CU / TR EAEU), compliant products carry the EAC mark, and one valid conformity document is accepted in all five member states, which is why a Kazakh or Belarusian distributor can usually work from the same file.
Children's bicycles fall under TR CU 007/2011 on the safety of products intended for children and adolescents, which requires a certificate of conformity. Adult bicycles generally sit outside that regulation and are normally handled by voluntary certification or by an exemption letter. Electric bicycles are the nuanced case: the mains charger falls within TR CU 004/2011 (low-voltage equipment) and TR CU 020/2011 (electromagnetic compatibility), while the low-voltage drive system itself may sit below the voltage thresholds of TR CU 004/2011. Scope depends on the exact configuration, so confirm the applicable list with an accredited certification body before you order.
One structural point catches many exporters: the applicant for an EAC document must be a legal entity registered in the EAEU. Your Russian company or authorised representative files it, not the Chinese factory. Test reports to EN ISO 4210, EN ISO 8098 and EN 15194 do not replace EAC documents, but they shorten the technical file and are the practical way to know a frame will not fail an EAEU laboratory test. Reviewing that evidence before a factory is nominated is part of our OEM and ODM work.
Vladivostok, St Petersburg or rail: which route, and how long does it take?
| Route | Entry point | Indicative transit from South China | Best suited to |
| Sea plus Trans-Siberian rail | Vladivostok or Vostochny, then rail | 35-50 days to Moscow | Most container volume; balanced cost and time |
| Direct block train | Zabaikalsk-Manzhouli or Dostyk-Alashankou | 20-30 days station to station | Season-critical replenishment |
| All-water to the Baltic | St Petersburg or Ust-Luga | 45-60 days | Large volumes for western Russia, no urgency |
| Sea to the Black Sea | Novorossiysk | 40-55 days | Distribution across southern Russia |
| Road transport | Crossings via Kazakhstan | 18-28 days | Small urgent lots, samples, spare parts |
The sea leg from South China to Vladivostok runs roughly 10-18 days; the rail leg onward to Moscow roughly 12-20 days, and that is the segment that congests, especially in the fourth quarter. Baltic services are exposed to Red Sea routing conditions, so confirm the routing in force at booking instead of assuming last year's schedule. Lithium batteries add a constraint: many block-train operators restrict UN 3480/3481 cargo, so e-bike orders often move by sea even when the rest of the programme goes by rail. On capacity, plan roughly 250-300 boxed bicycles in a 20ft, 450-520 in a 40ft and 500-600 in a 40ft HQ, materially fewer for e-bikes and fat bikes.
Does Chestny ZNAK digital marking apply to bicycles?
Yes. Bicycles and bicycle frames sit inside Russia's mandatory digital product marking system, Chestny ZNAK, operated by CRPT: each unit carries a unique Data Matrix code registered in the system and tracked through the supply chain. For imports the codes are generated by the Russian importer, sent to the factory and applied before shipment, or applied in a bonded warehouse before release for domestic consumption. Scope and deadlines have been phased in by category, so confirm the current requirement for your exact goods with your broker or the system operator — but plan for it, because relabelling after arrival is slow and expensive.
What documents does a Russian import file need?
- Foreign trade contract with specification, Incoterms (EXW, FOB, CIF or DDP) and payment terms. Russian banks register import contracts above a value threshold for currency control; confirm the current threshold with your bank.
- Commercial invoice and packing list with weights, carton dimensions and TN VED EAEU codes built on HS 8712.00 for bicycles, HS 8711.60 for electric bicycles and HS 8714 for parts.
- Bill of lading, or the SMGS consignment note on land routes.
- Certificate of origin. There is no tariff-preference agreement between the EAEU and China for these goods, so origin documents serve identification rather than duty relief.
- EAC certificate or declaration as applicable, with the supporting test reports.
- For e-bikes: UN 38.3 test summary, MSDS and a dangerous goods declaration for the battery.
Settle payment routing early. Cross-border settlement between China and Russia has become slower and more variable, and the bank and currency you can actually use may decide which suppliers you can work with. Agree it before production starts, not after.
When should the order be placed?
Retail sell-through runs roughly April to August with the peak in May-July, and is shorter still in northern and Siberian regions. Working backwards: certification and marking prepared in parallel with production, typically 30-45 days of production after deposit and approved samples, then 20-60 days of transit depending on route, plus clearance and inland distribution. That is why most importers confirm orders between August and November for goods on the shelf by April. An order confirmed in February is already choosing between paying for speed and missing the season — and mid-season replenishment is exactly the case where a block train earns its extra cost.
Which segments sell in Russia, and what are realistic MOQs?
| Segment | What the market buys | Typical MOQ per model |
| Mountain (hardtail) | 26/27.5/29in aluminium and steel hardtails, wide-range drivetrains, mechanical or hydraulic discs | 50-100 units |
| City and commuter | Comfort geometry, mudguards, racks, chainguards, 6-7 speed or internal hub | 50-150 units |
| Kids | 12-20in with training wheels and full guards; strong gift-season peak | 100-250 units |
| Folding | 20in for small apartments and public-transport commutes | 50-100 units |
| Electric | City and fat-tyre e-bikes; cold-weather range is the first question buyers ask | 25-50 units |
| Road | Smaller enthusiast segment, mostly aluminium | 25-75 units |
Two specification themes recur: cold and road surface. Russian buyers ask for stronger wheelbuilds, sealed bearings, mudguards and rack mounts more often than warmer markets do, and those are far cheaper decisions at the drawing stage than after a season of warranty claims. Our bicycle ranges and spare parts pages show what is available.
Frequently asked questions
Can the Chinese exporter obtain the EAC certificate?
No. The applicant for an EAC conformity document must be a legal entity registered in an EAEU member state, so your Russian importer or an authorised representative files it. The factory's role is to supply samples, the technical file and test reports. We assemble that package on the China side so your certification body is not waiting on the factory.
Is rail really faster than sea into Russia?
For destinations west of the Urals, yes. A direct block train from China to terminals in the Moscow region typically runs 20-30 days station to station, against roughly 35-50 days for sea to Vladivostok plus Trans-Siberian rail and 45-60 days all-water to St Petersburg. Rail costs more per container and restricts lithium batteries, so it is usually reserved for season-critical goods.
Which HS codes apply to bicycles in the EAEU?
Non-motorised bicycles classify under HS 8712.00, electric bicycles under HS 8711.60 and parts and accessories under HS 8714; the EAEU applies 10-digit TN VED codes built on those headings. Duty and VAT treatment follows the TN VED code rather than the invoice wording, so confirm classification with your broker before shipment.
Can I clear the goods in Kazakhstan and then move them to Russia?
Goods released for free circulation anywhere in the EAEU move between member states without further customs clearance, and one EAC document is valid in all five. As a rule, though, the declaration is filed in the member state where the declarant is established, so this is a question about where your legal entity sits rather than a routing shortcut. Confirm it with your customs broker.
Do I need EAC documents before shipping or before clearance?
They must exist before the goods are released into circulation, and customs will ask for them at clearance. In practice certification starts during production: a container waiting at Vladivostok while a laboratory tests a sample is the most expensive possible way to discover a compliance problem.
How many bicycles fit in a container?
Roughly 250-300 boxed bicycles in a 20ft, 450-520 in a 40ft and 500-600 in a 40ft HQ. Electric and fat bikes take fewer because of carton volume and weight. Mixing models in one container is normal, and we consolidate FCL and LCL loads so a first order does not have to be a single model.
How Source of Bikes handles this for you
For Russian and EAEU buyers we carry the China-side work that certification and border control actually depend on. We nominate factories that already hold EN ISO 4210, EN ISO 8098 or EN 15194 test reports and ISO 9001 systems, then assemble the samples, technical file and photographs your certification body needs for the EAC application. We coordinate Chestny ZNAK code application on the production line rather than after arrival, inspect 100% of the order before it ships, and prepare invoice, packing list and origin documents that match the TN VED classification agreed with your broker. We also plan the load against your chosen route — 20ft, 40ft or 40ft HQ, sea via Vladivostok, all-water to the Baltic, or a block train when the season is closing. With 15+ years exporting and around 30,000 bicycles a year to 50+ countries, we keep spare-parts continuity after the season too, which is the part most first-time importers underestimate.
Send us your model list, target quantity per model, destination port or rail terminal, preferred Incoterms and any branding requirements, and we will come back with a tailored quotation and a realistic production and shipping calendar.
