What is the core document set?

Which bill of lading should you ask for?
- Three original B/Ls. A negotiable set couriered from China; the carrier releases only against a surrendered original. Correct for letters of credit; a lost set means a bank indemnity.
- Telex release. The shipper surrenders the originals at origin and the carrier authorises release electronically. Fast and now standard, but it depends on the supplier actually surrendering, which is why telex is tied to final payment.
- Express (seaway) bill. Non-negotiable, no originals, the consignee collects on identity alone. Efficient for repeat orders already paid; unsuitable when the goods secure a balance.
A house B/L from a forwarder is a contract with the forwarder, not the carrier. Ask for the master B/L number and verify its consignee and notify party: if the master consigns to a destination agent you never approved, you cannot take delivery without that agent's release.
Which certificate of origin actually reduces duty?
An ordinary CO issued by CCPIT or China Customs proves where the goods were made. It satisfies customs and banks but does not lower the rate. Preferential documents do: Form E gives ASEAN importers the ASEAN-China FTA rate, while RCEP works through a certificate of origin or a declaration of origin made out by an approved exporter. China also issues FTA certificates for Australia, Chile, Peru, Switzerland and Georgia. Fix the instrument at PI stage: origin criterion, consignee and HS6 must match the entry, and where the invoice comes from a party other than the exporter, the third-party invoice box must be ticked or the preference is refused.
When does ISPM 15 wood marking apply?
ISPM 15 requires solid-wood packaging to be heat treated and stamped with the IPPC mark, country code, facility number and HT code. Bicycles shipped floor-loaded in cartons avoid it, because cardboard is not regulated wood. The exposure is elsewhere: pallets under spare parts and accessories, crates of frames or wheelsets, timber bracing. One unstamped pallet can trigger fumigation, re-export or destruction at your cost, so specify in the PO either no solid-wood packaging or ISPM 15 marked pallets only.
Which filings must happen before the vessel sails?
- US, ISF 10+2. Filed by the importer or its broker at least 24 hours before loading at the foreign port. Late filings draw liquidated damages against the importer, not the supplier.
- EU, ICS2 entry summary declaration. Lodged before loading, with a precise goods description, HS6 and the consignee's EORI. Generic wording such as bicycle parts is rejected.
- UK, safety and security declaration. The pre-arrival dataset, equally dependent on accurate consignee and commodity data.
